Since 2018, the "youth sailing plan-- innovation and entrepreneurship public welfare program of university students'" and five institutions, including Renmin University of China, Xiamen University, Tianjin University, Inner Mongolia University, China Youth Network, have together carried out subject research around university students' innovation and entrepreneurship and conducted research on entrepreneurship education needs of 4312 people in 141 universities and two maker spaces nationwide. The video course development plan of innovation and entrepreneurship education for college students is formulated based on the research results. A team of more than 40 business mentors and investment mentors was built, including academicians of the two academies, university professors, entrepreneurs, enterprise executives, investors, lawyers, etc.. The national colleges and universities were recruited as pilot schools. After verification and selection, 100 colleges and universities were identified as pilot schools for the program. "Youth entrepreneurship and innovation special training camp" was held for pilot schools.

"Youth sailing plan--innovation and entrepreneurship public welfare program of university students" is the deepening and continuous promotion of university students' employment and entrepreneurship program after the implementation of "youth sailing plan" in 2016. Since its launch, the youth sailing program has been actively involved in and coordinated with the government's employment and entrepreneurship service system through mobilizing social forces, focusing on the precise employment services of university students, especially female university students, adopting the Internet plus mode,conducting job evaluation for university students, and accurately recommending matching jobs for university students according to the results of the evaluation,

promoting the combination of innovation and entrepreneurship of university students with industrial development and targeted poverty alleviation, exploring the support mode of starting enterprises of female students and young people returning home, and creating good environment for university students' innovation and entrepreneurship, has made a useful exploration in promoting the formation of a socialized mode of government, enterprise, society and school to solve the employment and entrepreneurship problems of university students. The program has covered 8 provinces and more than 270 colleges and universities, providing capacity assessment for more than 450000 university students, including 250000 female university students, and accurately recommending more than 1 million jobs for university students.
