On the morning of March 28, 2019, the first five sessions of the council were held. The meeting was presided over by the President, Niu Ben, the Secretary-General,  Chen Xiaopeng, the Directors, Yang Pinyan, Huang Sichen, Liu Zhouhong, An Yaqiang, Tao Ze and Guo Su, the Vice-president, Niu Qiong, attended the meeting on the telephone line, and the Supervisor, Cheng Huitia, attended the meeting.

At the meeting, the directors listened, discussed, considered and adopted eight topics, namely, The Work Report of the Secretariat in the Year of 2018, The Major Work Plan for the Year of 2019, The Financial Final Accounts Report in the Year of 2018, and The Financial Budget Report in the Year of 2019. They made valuable suggestions on plan and management of project and the construction management of the organizational structure of the Foundation.
